Ministers and plenipotentiaries of five Caspian states have signed the Teheran convention on ecology of the Caspian Sea on 04.11.03 in Teheran. The representatives of Islamic Republic of Iran, Russian Federation, Kazakhstan, Azerbaijan and Turkmenistan signed this document.
The Teheran convention contains 37 clauses and 9 chapters.
The representatives of the Caspian states at the Teheran meeting assume, that signing of the first official document by Caspian States since 1991 of the moment of disintegration USSR prepares conditions for definition of the legal status of the Caspian sea.
According to fourth clause of this convention the Caspian states commit independently or together with other countries to undertake necessary measures on banning, the Caspian sea pollution abatement and control. Also the Caspian states commit independently or together with other states to undertake necessary measures on protection, preservation and revival of Caspian ecology, to use Caspian natural resources so that to not cause damage of ecology of this reservoir, to cooperate with other Caspian states or competent international organizations.

В сложных предложениях, когда в главном и придаточном предложениях необходимо применить разное время действия, возникают специфические английскому языку проблемы выбора времени для этих предложений. Когда в главном предложении сказуемое применяется не в прошлом или не в прошлом совершенном времени, то сказуемое в придаточном предложении может употребляться в любом времени.
Если же в главном предложении сказуемое применяется в прошлом или в прошлом совершенном времени, то сказуемое в придаточном предложении может применяться только в прошлом или в прошлом совершенном времени. В следующей таблице приводятся все возможные случаи согласования времен в главном и придаточном предложениях.
