IX. Read and translate the text.

Russia is a parliamentary republic. The fundamental law of the country is the Constitution. The Head оf State is the President. He is commander-in-chief of the armed forcers, he makes treaties, enforces laws, appoints ministers. The president controls 3 branches of state power: legislative, executive and judicial.

The legislative power is exercised by the Federal Assembly. It consists of 2 chambers: The Upper Chamber is the State Council and the Lower Chamber is the State Duma. Each chamber is headed by the Speaker. The President and the members of the State Duma are elected by popular vote for a four- year-period.

The executive power belongs to the Government. The Government is headed by the Prime-Minister.

The judicial power belongs to the system of courts. It consists of the Supreme Court of the Russian Federation, the Constitutional Court, the Supreme Court of Arbitration and regional courts.
